1月11日下午3點，台灣彩券董事長尚瑞強，坐著黑頭轎車，來到著名的寺廟中和烘爐地拜拜。原來，一開始營運不順的台彩，不僅2007年彩券營業641億元，達到中國信託商銀向財政部承諾的目標，過去一年接待大樂透得主的經驗，更讓尚瑞強決定趕快來向烘爐地供奉的土地公還願。
原來，去年接待過31位億萬頭彩大樂透得主的尚瑞強發現，這31位億萬頭彩得主，幾乎都有宗教信仰，這讓尚瑞強不得不寧可信其有，不可信其無。
去年大樂透總計開出28次頭獎，頭獎獎金總計74億元，產生過31位億萬富翁。2008年1月22日，台彩推出頭獎2億5,000萬元起跳的威力彩，要創造更多的億萬富翁。然而，一般民眾究竟要如何才能成為樂透彩億萬富翁？
5名得主中 有4人每期都買
雖然，大樂透中獎與否，最主要的是憑「運氣」，但尚瑞強說，從這些億萬富翁的購買彩券行為，可以發現他們出現共同的行為特質。
光是去年12月，大樂透就出現10位億萬富翁，是過去12個月產出億萬富翁頻率最高的月份。這些中獎人的購買行為，很能反映出「如何提高中獎機率的方法」。
以去年12月4日，年度頭彩獎金高達12億元為例，當期出現5位億萬頭彩得主，每位中獎獎金超過2億5,000萬元，就是31位億萬富翁得主的購買行為縮影。其中，有2位阿媽級中獎者，1位電子公司女員工，1位商人及1對退休夫婦。
1. 明牌阿媽：這位被尚瑞強稱為「明牌阿媽」的老婦人，每星期緊盯電視看大樂透開獎，憑著記憶統計開獎機率高的數字來下注。過去5年來，每期她都會寫10個數字，然後由5個小孩每人出200元，每期固定投資1,000元買大樂透，就在12月4日中了頭彩。
2. 生日阿媽：另1位生日阿媽，是以自己的「生日」做為基本號碼，再加上家中親人的生日號碼，每期固定買此組的生日號碼。這位生日阿媽自己推算，她期期都買固定1組號碼，10年內有機會出現這組數字。因此，她每期都花50元買自己的號碼，再隨機加碼100元至150元用電腦選號。她到了第6年，就中了自己選的生日號碼組。
3.電子公司女員工：尚瑞強說，這位得獎者是出於做善事的考量，每期都買100元大樂透，由電腦選號，也沒特別想中獎。12月4日當天由於頭獎超過12億，她下班7點多，看到彩券行大排長龍，原本想放棄不買。後來她心想，自己每期都做善事，怎能錯過這一次？她就跟著排隊，而且在最後一刻的7點49分才買到，沒想到就中頭獎。
4. 台中商人：這位台中商人也是固定每期都買大樂透，平常每期購買500元至1,000元，若碰到有大樂透頭獎加碼，購買金額就會提升至2,000元。尚瑞強說，這位商人都是用包牌式的玩法，以增加自己的中獎率。當天這位商人，就是看到大樂透加碼，將大樂透金額提高至2,000元，以包牌的方式簽中了頭獎。
5. 退休夫婦：這對退休夫婦則是5位頭彩得主中，唯一隨機買大樂透的中獎人。當天，這對退休夫婦原本在街上散步，後來太太看到大樂透購買人潮大排長龍，也要去買。尚瑞強說，這位太太的先生原本不想買，還說「啊，不會中的啦！」後來在太太堅持下，每人各買100元，沒想到就中頭彩。
從上述5位億萬富翁的頭獎得主可發現，有4位得主是「定期定額」購買大樂透，只有1位是極少購買。這也呼應台彩的統計，這些億萬富翁頭彩得主的購買行為。
在3項億萬富翁頭獎得主的行為分析中，台灣彩券與博彩研究中心主任劉代洋最認可的只有定期定額買彩券的方式。
劉代洋從數學角度分析指出，能不能中樂透，「理論上」沒有任何特別的方法，完全是靠「機率與運氣」，有人靠算牌、求神問卜，都是沒有科學根據的做法，不過以「定期定額」買樂透是一項值得參考的購買方式。
劉代洋說，定期定額買彩券，等於是提高自己參與樂透彩的「頻率」，進而達到提高自己買中的「機率」，是比較可行的購買方式。
名詞解釋_大樂透包牌
指的是民眾自選中獎率高的號碼，由電腦以排列組合方式，將所有可能數字進行排列組合，以提高大樂透購買人的中獎機率。例如，民眾自選10個認為中獎率高的號碼，以包牌方式購買這10個號碼共可排出210種組合，費用為1萬500元。
※億萬頭獎得主的3大特質
【特質1】定期定額買彩券
31位億萬富翁得主，有7成5得主定期定額買彩券、2成偶爾買彩券，只有5％的人是極少買彩券。
如果以定期定額時間最久的生日阿媽為例，她每期「定期定額」投資200元，6年共投資12萬4,800元，中了2億5,000萬元的大樂透，報酬率高達近2,000倍。
【特質2】電腦選號比率高過5成6
雖然許多人到處尋找樂透頭彩「明牌」，但這5位頭彩得主，有3位電腦選號，2位自選號碼。剛好與台彩統計的結果顯示，電腦選號中獎的機率達5成6，其實比自選號碼的中獎率高。
【特質3】有信仰比率高
還有1項統計不出來的數據是，31位億萬富翁得主中，有高達7成以上的得主向神明祈求中大樂透。尚瑞強說，在他接觸頭彩得主後發現，許多人都曾向寺廟神明許願若中獎會還願，因此也讓他不得不相信「有拜有保佑」的傳統觀念。
例如，1位23歲的最年輕頭彩得主，就是向神明許願而中頭獎，他就決定捐2,000萬元蓋廟還願。這些億萬頭獎得主最常祈求的神明，分別是媽祖、土地公、關公及觀世音4大神明。
※算一下大樂透中獎機率
大樂透頭獎的中獎方式是，從49個號碼中6個號碼，「理論中獎機率」，也就是49個號碼取6個的排列組合，只出現一組頭彩號碼的中獎率將近1,400萬分之1。以1注50元換算，也就是要花7億元才可能買遍所有大樂透的號碼組合。
不過，大樂透每期頭獎的「實際中獎機率」皆高於此。例如，去年12月出現頭獎獎金高達12億元的大樂透，最後有5位頭彩得獎人。假設，當期1,400萬種號碼都售出，中獎率為280萬分之1；假設當期只賣出1,000萬種號碼，則中獎率就提高成200萬分之1。
